Strengthening Global Democratic Governance: Insights from the House Democracy Partnership and the Role of Technology in Parliamentary Adaptation

Strategic Partners

The House Democracy Partnership (HDP) plays a critical role in fostering democratic governance and strengthening parliamentary institutions around the world. With a focus on good governance and the governance loop, the HDP collaborates with partner parliaments to enhance their effectiveness and resilience. The COVID-19 pandemic has accelerated the need for digitalization in parliaments, presenting an opportunity to evaluate and adapt legislative operations. This essay will discuss the work of the HDP, its impact on partner parliaments, and the importance of embracing digitalization in the post-pandemic era.

The House Democracy Partnership: An Overview

Established 16 years ago, the HDP is a unique institution within the United States Congress that works directly with members of parliament and parliamentary staff from around 20 countries. Through bilateral and multilateral exchanges, the HDP shares best practices in good governance, parliamentary institution building, and oversight of the executive. The partnership operates independently of executive branch agencies, such as the State Department and USAID, maintaining autonomy and flexibility to adapt to changing global circumstances.

Key Areas of Focus

The HDP addresses various aspects of parliamentary operations, including committee operations, research, ethics, and gender mainstreaming. During the COVID-19 pandemic, the partnership shifted its focus towards maintaining legislative operations, adapting to virtual environments, and addressing the unique challenges brought on by the crisis. As a result, the HDP has been instrumental in providing guidance on topics such as proxy voting, virtual committee operations, and safe in-person business protocols.

The Importance of Digitalization

The pandemic has underscored the need for digitalization in parliaments, as those that had begun the shift to digitalizing their workflows and access to information were better able to adapt. Digitalization offers numerous benefits, such as improving communication between members of parliament (MPs) and their constituents, enhancing access to information, and promoting transparency in legislative proceedings.

Challenges and Opportunities

Despite the advantages of digitalization, several challenges have emerged, including the technology deficit among MPs, particularly women and those from remote areas. The pandemic has also highlighted the importance of ensuring MPs have access to the necessary hardware and software, as well as the need for skill development and technical support. To address these challenges, parliaments must evaluate their current operations and consider how to build permanent resilience into their everyday work.

Key Questions for Consideration

As parliaments move towards digitalization, they must address several key questions, such as the constitutional framework, legislative rules, access to information, scheduling, and voting procedures. It is essential to consider whether changes made in response to the pandemic should be temporary or permanent and how to institutionalize these evolutions moving forward.

The House Democracy Partnership plays a vital role in promoting good governance and strengthening parliamentary institutions around the world. The COVID-19 pandemic has highlighted the importance of digitalization in parliaments, offering an opportunity to evaluate and adapt legislative operations for increased resilience and effectiveness. By addressing the challenges and opportunities presented by digitalization, parliaments can ensure they are better prepared for future emergencies and continue to uphold democratic principles.
