Senators serve for two legislatures, with the current Senate lasting until the 65th legislature in 2024.


Traditionally, the Mexican Senate conducted its work in person, with public and media presence, in a plenary hall located in Mexico City. The Congress Channel, an open television channel, broadcasts these sessions to the entire country and through various social networks. This allowed for transparency and public scrutiny of the legislative process, enabling citizens to stay informed and engaged with the proceedings of their representatives.


Transition to Remote Work


In April 2020, the Senate, along with the rest of the world, experienced a disruption of its in-person activities due to the global pandemic. As a result, the Senate underwent a rapid digital transformation, utilizing Microsoft collaboration tools and the Cisco Webex platform for remote work and communication. This was a significant challenge for an institution that had previously relied on in-person interactions and traditional legislative processes.


During this time, the Senate held virtual sessions with economic votes (show of hands) and no roll call votes. These initial virtual sessions served as a testing ground for the Senate to adapt to new technologies and ensure continuity of legislative work. However, it became apparent that more robust solutions were needed to fully integrate remote attendance and voting in the legislative process.


Challenges and Solutions


In September 2020, the Senate faced the challenge of incorporating 128 senators into remote sessions. The solution was to integrate videoconference sessions with the plenary hall, allowing for hybrid sessions where some senators were physically present, while others attended remotely. This approach enabled the Senate to maintain the essential elements of its traditional process while leveraging technology to accommodate remote participation.


For 2021, the Senate aimed to incorporate secure attendance and remote voting registration. After reviewing various technological options, senators decided to adopt a mobile version of their current physical seat technology, which uses fingerprint identification for secure access. This decision was made to ensure the integrity of the voting process and to maintain a consistent approach between in-person and remote participation.


Implementation and Functionality


The mobile seat system consists of a portable fingerprint reading device connected to a desktop computer. Senators use their fingerprints to access a web portal, where they register their attendance and cast votes. The digital platform, called the “Digital Platform for Sessions,” includes options for connecting to videoconferences, consulting attendance lists, voting results, and accessing relevant documents and support information.


The platform is designed to be user-friendly and intuitive, allowing senators to easily navigate and interact with the various features. By replicating the functionality of the physical seat system in a mobile version, the Senate has ensured a seamless integration of remote and in-person participation in the legislative process.
