Recognising the need for a more streamlined approach, the Chamber turned to technology for a solution. The development of a mobile application to facilitate remote voting was a game-changer. The application was designed with an integrated biometric identification feature, adding a layer of security that ensured the authenticity of each voter. This safeguarded the democratic process by ensuring that only the legitimate deputy could cast a vote.


The application was also equipped with robust security measures. Registration was required for each device, and all communication between the mobile device and the administration system within the Chamber was encrypted. This two-pronged approach significantly minimised the risk of security breaches.


This application also provided a level of flexibility to the deputies, offering a window of five to ten minutes per vote in which deputies could change their vote if they realised a mistake had been made. This user-friendly feature ensured that deputies could vote confidently and accurately. Additionally, the application maintained a record of each deputy’s attendance and voting history, promoting transparency and accountability.

Revamping the Chamber’s Website


In parallel to the remote voting application development, the Cámara de Diputados undertook a comprehensive overhaul of their website. The modernisation process focused on enhancing the user experience, particularly in terms of content management.


The redesigned website enabled users to modify content remotely, marking a significant shift from the traditional reliance on physical documents. This was a crucial development in facilitating remote work and reducing physical interactions, aligning with pandemic-induced social distancing norms.


Another significant aspect of the website overhaul was the optimisation for mobile viewing. The previous version of the website had design limitations that often resulted in distorted or truncated information when viewed on mobile devices. This feature enabled deputies to validate documents remotely, eliminating the need for physical travel to Mexico City for administrative procedures. In addition, this technology eased various processes that required validation, such as submitting expense reports, significantly enhancing administrative efficiency.

To further streamline operations, the Chamber introduced automation for validating invoices remotely with SAT, Mexico’s tax regulator. This development reflected the Chamber’s commitment to enhancing efficiency and reducing manual labour.


Simultaneously, a transition from physical to electronic documentation was implemented. This change reduced the need for physical storage space, lowered environmental impact, and enabled easier access and distribution of documents. The digital document system allowed deputies to create, share and sign documents electronically, further enhancing the efficiency of operations.

As in-person gatherings became a health risk, the importance of digital solutions became apparent.
