Initially, the Oireachtas faced obstacles in data management, security, access, and catering to its stakeholders’ diverse needs. Consequently, it developed and implemented an innovative digital platform that streamlines processes and supports a broad range of parliamentary functions. Over the next six years, the platform is projected to encompass 40 interconnected and integrated modules tailored to staff, members, and the public.

 

Among the digital transformation’s primary accomplishments are the development and deployment of 14 applications within the past three years, with an additional 24 modules planned for the future. This progress has generated significant demand from business units, which now anticipate their operations being transformed by the platform. To manage these expectations and deliver on its commitments, the Oireachtas has devised a comprehensive three-year strategy and secured a triennial budget.

 

Oireachtas members have also expressed interest in a comprehensive portal that consolidates access to and management of various parliamentary functions. To meet this demand, a dedicated development team has been tasked with creating 15 modules or features specifically for members. However, managing expectations is crucial, as delivering these features will be time-consuming, with the team expected to complete two to three modules per year.

 

Parliamentary staff, acting as proxies for members, share similar expectations. They seek the ability to manage various tasks such as parliamentary questions, motions, bill amendments, and research requests. To ensure their needs are met, it is vital to involve party administrators and parliamentary staff in the development process and keep them informed about upcoming modules and features.

 

In terms of digital oversight of public policies, the committee secretariat plays a pivotal role in the Oireachtas. As part of the digital transformation, six modules are being developed for the committee system, with a three-year timeline dedicated to completing this development.

 

Overall, the Oireachtas’ digital transformation has been an ambitious endeavor that has already demonstrated substantial progress. As more modules and features are developed and implemented, the Oireachtas is expected to evolve into a more efficient, transparent, and accessible institution, better serving its members and the public.

  2. Implementing automatic speech recognition for the debates office and developing a new official report (Hansard) system.
  3. Expanding digital systems to the second house and the committee secretariat, with a focus on digital oversight of public policies.
