This report, developed by Bússola Tech in partnership with the Association of Secretaries-General of Parliaments (ASGP), the Organization of American States (OAS), the Society of Clerks-at-the-Table (Socatt) Africa Region, and the Hellenic OCR Team, highlights how Artificial Intelligence (AI) can enhance parliamentary operations.
It explores various AI applications, such as legislative drafting, historical archiving, procedural guidance, and constituent relations, while emphasizing the importance of ethical implementation. The report discusses the significance of user experience, robust data governance, continuous human oversight, and transparent communication to build trust in AI systems.
The document stresses the need for political support, comprehensive staff training, and inter-parliamentary cooperation for AI adoption. It also calls for a concerted institutional effort to maximize the benefits of AI, enabling parliaments to improve their services, accountability, and inclusiveness, ultimately strengthening democratic governance.
